The personal communications services (PCS) systems provide ubiquitous and c
ustomized services. The key issue, which affects the performance of the who
le system, is the location management. Current systems group cells into loc
ation regions to reduce the location management cost which includes the loc
ation tracking cost and the registration cost. In this paper, by considerin
g users' movement behaviors, four strategies are proposed to derive locatio
n regions. These strategies attempt to simultaneously reduce the location t
racking cost and the registration cost. Simulations are performed to compar
e the performance of these methods with the existing strategies to show the
superiority of our approaches.
