Abstract
The removal of Saddam Hussein from power is, correctly, one of the U.S. gov ernment's primary regional goals. Yet removing Saddam is not a panacea for Iraq's woes. The greatest benefits would come from a change in Iraq's elite s, not just Saddam's fall.
