Abstract
The decentralisation policies introduced in France since 1982 were not carr ied only to dismantle the State model inherited from the Jacobinic Times. W e have to replace these policies in a general context marked by the dominat ion of the globalized capitalist economy. These policies are generally base d on the confusion between liberty and liberalism. They tend to dismantle t he unitarian republican State model coming from the French revolution. " In tercomunality " and " European harmonization " constitute two faces of the same evolution consisting in the disappearance of the " French exception " within the European Union and within the " Big World Unified Market ". The competition between territories are the base on which these policies are ca rried on. If we want the transformations linked with the technological chan ges were not realized against the interests of the majority of the citizens , we have now the obligation to penetrate these fields, to understand its l ogics and to elaborate completely new solutions.
