We determine the zero-bias anomaly of the conductance of tunnel junctions b
y an approach unifying the conventional Coulomb blockade theory for ultrasm
all junctions with the diffusive anomalies in disordered conductors. Both e
lectron-electron interactions within the electrodes and electron-hole inter
actions between the electrodes are taken into account nonperturbatively. Ex
plicit results are given for one- and two-dimensional junctions, and the cr
ossover to ultrasmall junctions is discussed.
