Abstract
A new fairness criterion, queue proportional fairness (QPF), is proposed. I t employs the cell loss ratio as the fairness metric to improve the utilisa tion of switch resources. QPF provides a fairness criterion for allocating bandwidth by considering the current buffer occupancy for best effort traff ic in an input queued switch.
