Abstract
A new approach to studying the condition of onset of dissipation fission is put forward. Based on this approach, the analysis for a large body of data at intermediate and heavy fission system (A > 160) indicates that the angu lar momentum and temperature are the two most basic conditions needed to on set fission delay effect. The data of in nuclei suggests the importance of large angular momentum condition in the case of light fission system.
