Abstract
The energies of excited np-nh particle-hole states of the cluster type (n is the number of nucleons in a cluster) are calculated. It is show n that the energies of these excitations are minimal in nuclei having low-lying 1(-) states and Delta I = 1 rotational bands that are built on ground states and which involve levels of alternating parities.
