The regularities of fluctuations in the structure characteristics of atmosp
heric turbulence with periods from seconds to minutes are studied. On the b
asis of the data obtained from the 300-m tower measurements, the consequenc
es of the Kolmogorov-Oboukhov third hypothesis are verified. Corrections ar
e made in the dependence of the variance of fluctuations in the logarithms
of the turbulence structure characteristics on the normalized averaging sca
le, and the domain of its applicability is extended. It is shown that, inst
ead of the integral turbulence scale, the realization length T must appear
in the relationship. This latter is practically valid if T does not exceed
a few minutes. The values of the universal constants are determined for the
variance of the logarithms of the structure constants of temperature and w
ind velocity under different atmospheric temperature stratifications.
