Relations are obtained to calculate the stratosphere-caused statistica
l characteristics,of radio wave fluctuations for a satellite-atmospher
e-satellite link on the basis of stellar scintillation observations. T
he method of preliminary stationarization of optical data is proposed
and used to extend the bandwidth of spectral analysis. The estimates o
f the variances and power spectra for the fluctuations of amplitude, p
hase, and refraction angle of radio waves of both centimeter and decim
eter ranges are obtained. These estimates are compared with the result
s of a radio occultation experiment in the earth's atmosphere [6]. The
calculated estimates are noted to be in agreement with the experiment
al data obtained at a wavelength of 2 cm.
