Resource scheduling is essential in order to provide suitable signal qualit
y and to achieve good channel efficiency in wireless mobile networks, A nov
el algorithm is proposed for controlling the transmitter power and transmis
sion rate of mobile calls cooperatively. Previous work has focused on handl
ing them separately. The proposed scheme is called the genetic algorithm fo
r mobiles equilibrium. Based on an evolutionary computation model, the base
station (BS) tries to achieve an adequate equilibrium for its users: each
mobile station (MS) can send its traffic with the minimum power to compensa
te for its own path loss and interference. Thus, the MSs battery life is ex
tended while simultaneously reducing the interference it generates, as seen
by its neighbors. The result is that the BS will be able to handle additio
nal users since it controls both transmission power and rate instead of reg
