This article presents the methodology, findings, and conclusions of a
study conducted Dy the U.S. Nuclear Regulatory Commission's Office for
Analysis and Evaluation of Operational Data (AEOD) on loss of spent f
uel pool (SFP) cooling. The study involved an examination of SFP desig
ns, operating experience, operating practices, and procedures. AEOD's
work was augmented in the area of statistics and probabilistic risk as
sessment by experts from the Idaho National Engineering Laboratory. Op
erating experience was integrated into a probabilistic risk assessment
to gain insight on the risks from SFPs.
