An analysis of minijet production from the hard pomeron with a running
coupling constant is performed. Two supercritical pomerons found in t
he numerical study are taken into account. The calculated inclusive je
t production rate is finite at small K-perpendicular to and behaves li
ke 1/k(perpendicular to)(-4) at high k(perpendicular to) module factor
s coming from logarithmic terms. The average k(perpendicular to) is fo
und to be very large (similar to 10 - 13 GeV/c) and practically indepe
ndent of energy. This is interpreted as an indication mat at present e
nergies we are still far from the asymptotics and that, apart from sup
ercritical pomerons, other states contribute significantly, (C) 1997 P
