A formal proof is given that in a seesaw type neutrino mass matrix with onl
y two neutrino mass scales (m(D)<<m(R)) we cannot get a fourth light steril
e neutrino. That is, it is not possible to impose any symmetries on m(D) an
d/or m(R) matrices in order to drag a heavy state connected with the m(R) m
atrix to the low mass spectrum.
