This article explores the possibilities of improving development assis
tance evaluation theoretically and conceptually by exchanging the expe
rience with the evaluation discipline in general. Aid evaluation is an
alyzed within the overall framework of the foundations of program eval
uation. By placing aid evaluation into the framework of the general ev
aluation discipline, it is thus demonstrated that aid evaluation can b
e strengthened as it concerns its conceptual and theoretical structure
, and it is found that attaining greater theoretical and conceptual st
ringency in aid evaluations will contribute toward improved quality an
d the usefulness of such evaluations in the future.
