An atomic model has been proposed to analyze scattering problems by a diele
ctric cylinder of arbitrary cross section. The advantages and differences f
rom the usual method of moments are: (1) the field exiting an atom is that
due to all the sources other than that atom, (2) the cause-and-effect relat
ionship is clear and no singularity occurs, (3) various scatterers, from di
electrics to conductors, can be handled, (4) dielectric scatterers mixed wi
th conductors can be treated, (5) all the information about the inhomogenei
ty of the scatterer appears only on the diagonal of the matrix, and (6) the
theory smoothly connects with the atomic theory, which is educationally de
