A comparison of indicators of research publication, patenting and education
in India and countries in the newly industrialised Asian region reveals st
riking differences in each of these areas, These serve to illustrate the di
fferent outcomes of policies adopted in these regions, which are briefly di
scussed, We suggest that systemic aspects in the development of S&T and man
power resources, including the effects of international migration, could un
derlie the causes of divergence in the economic growth pattern of these reg
ions emphasising the role of planning, evaluation of policy and governmenta
l intervention in steering development in the desired direction.
