Based on experimental data on fluxes and spectra of energetic electrons (0.
03-7.0 MeV) measured from 1976 through 1996 on board the series of satellit
es Cosmos 900, Intercasmos-19, Raduga, and Prognaz 3-10, it has been establ
ished that the fluxes observed were related to the solar wind parameters. T
he correlation and analytical relationship between the temporal characteris
tics of the energetic electron fluxes and the position of solar-wind veloci
ty maxima at the magnetopause, in the magnetosheath, and in the outer radia
tion belt have been found. The equation of energetic electron transport fro
m the magnetospheric boundary to small altitudes, which takes into account
solar-wind parameters and the solar activity, has been obtained. The observ
ations of electrons with energies greater than 15 MeV on the magnetic shell
s L > 3.2 during magnetic storms with a sudden commencement (SC) and relate
d to recurrent streams of the solar wind are presented and discussed.
