A power control scheme, called truncated channel inversion, in which a mobi
le suspends transmission when the wireless channel is in a bad condition in
order to reduce out-cell interference is examined. It is found that capaci
ty is improved and battery power consumption is reduced as a consequence of
suspending transmission, but extra queuing delay is introduced, It is show
n that the extra queuing delay depends on how fast the channel characterist
ics change and that the truncated scheme works well, even for moderate mobi
le velocities.
