For the formulation of emulsions the HLB-values are rather empiric. Th
erefore, as a more reliable chemical-physical method to characterize t
he used surfactants, the permittivities of solutions of nonionic surfa
ctants in polar and nonpolar solvents as well as in a model emulsion h
ad been examined and were applied to predict stability and type of any
emulsion. This application of the permittivities required to find a n
ew dielectric function for these mixture systems or to adapt an establ
ished model of calculation to such systems.
