This work is based on the T-10 observations of high frequency oscillat
ions with frequencies larger then ion cyclotron frequency and waveleng
th of the order of Debye's radius. The nature of the oscillations and
their role in anomalous transport is analyzed. It is shown that the ch
ange of the electric field polarization with increasing magnetic field
is the experimental evidence of a transition from instability with un
magnetized ions to instability with magnetized ones. For the analysis
of instabilities, a new wide-range approximation of modified Bessel fu
nctions in terms of elementary functions is obtained. The linear consi
deration of this problem and the theoretically obtained diffusion coef
ficients are in satisfactory agreement with the experimental data from
the T-10 facility, including the correct isotope effect.
