Based on the heat balance equation for the terrain surface and by sele
cting the short-wavelength absorptivity, long-wavelength emissivity, h
eat conductivity and wind speed as the random variables, a new model f
or radiative temperature statistics of the natural terrain has been de
veloped, in which all the heat and water flux exchanges between terrai
n surface and atmosphere are considered. The influence of the field fl
uctuation in these random variables on the statistics distribution of
radiative temperature is described and the comparison between radiance
statistics of wet surfaces and that of dry surfaces is given. (C) 199
