Abstract
A new approach to the existence theory for the Navier-Stokes equations , using a technique of KATO [15], further developed in combination wit h estimates for Oseen's equation by KOBAYASHI & SHIBATA [17] and SHIBA TA [24], has made possible the solution of a long-standing open proble m often referred to as Finn's ''starting problem''. This paper provide s the solution.
