We calculate jet shapes in low Q(2) ep and p (p) over bar collisions i
n perturbation theory at order alpha(s)(3) for the hard parton-parton
processes. For the gamma p process, resolved and direct contributions
are superimposed. The dependence of the jet shapes on transverse energ
y, rapidity, and inner cone extension is studied. The numerical result
s of the calculation are compared with recent data from ZEUS at DESY H
ERA and from CDF and D0 at the Fermilab Tevatron. Good agreement is ac
hieved if the problem of merging overlapping jets is taken into accoun
t by varying the parameter R-sep as a function of transverse energy an
d rapidity.
