Abstract
Based on the real control behaviour of the European power system, this paper presents a control concept with graded spinning reserve supply, in which - the frequency noise-caused by random connection and discon nection of consumers is not unnecessarily controled, - single network disturbances, such as the failure of one-even a large-power plant unit , are controlled with normal, only slightly throttled turbine control and - less frequently occurring larger network malfunctions, such as t he simultaneous failure of several power plant units, are mastered and temporarily regulated by the controlled deactivation of either the LP preheaters or the heat condensers, until the remaining power increase of the steam power plant units themselves becomes effective. It is sh own that this kind of control concept, with a graded spinning reserve supply, will fulfil the European UCPTE1) requirements regarding the se lf-regulating effect of the grid, while at the same time achieving a c onsiderable reduction in operating and wear costs.
