Abstract
Despite the currency of site-based management in public schools, resea rchers indicate that little is understood about how such collaboration works. While variants of site-based management have been identified a s promising means of education reform, an understanding of the dynamic s of site-based management is lacking. A major deficiency in the resea rch has been a failure to consider the collective bargaining relations hip between teacher unions and school administrators. The purpose of t his research is to develop and test a conceptual model of site-based m anagement for public schools that is predicated on the labor-managemen t relationship. This interdependency premise asserts collaboration can not be implemented successfully unless the collective bargaining relat ionship is satisfied.
