A broadband CPW phase shifter combining the low loss of high temperatu
re superconductors and the variable dielectric constant of ferroelectr
ics is described. A phase shift of 80 degrees at 10 GHz with a 30 V bi
as has been demonstrated. A quasistastic filling factor model has been
compared to more sophisticated techniques with excellent agreement.
