The author reports on the use of computer conferencing for program dev
elopment in a decentralized educational counseling program. Working wi
th union and management, a university-based program provides counselor
s in over 70 manufacturing plants throughout the country. Computer con
ferencing is used to enhance service delivery by creating ''virtual me
etings'' for geographically isolated counselors. The study is a review
of the conference activity and usage. The author concludes with a dis
cussion of the correlates of successful conferencing and their applica
tion to other social administration contexts.
