This paper uses ethnographic techniques to examine the working behavio
r of garbage collectors in the Detroit public works department and to
assess whether the workplace creates ethical problems. I found several
opportunities for ethical dilemmas facing Detroit, Ml, garbage collec
tors. The current management practice in Detroit's public works depart
ment is to make rules without consulting workers. I make a case for co
llectors' participation in ethics decisions.
