Abstract
A longitudinal program evaluation of the Vermont system of care for ch ildren and adolescents with a severe emotional disturbance that focuse s on movement between residential placements and compares actual syste m functioning to service system philosophy and values. A person level longitudinal database is used to generate a system level program evalu ation based on mathematical modeling theory. The methodology demonstra ted in this paper can be useful to program evaluators in a number of d ifferent fields. Copyright (C) 1996 Elsevier Science Ltd
