Abstract
For most people in the UK the debate about inclusive education is only just beginning. At the moment there appears to be some confusion over the meaning of the term. This paper explains what different people me an when they talk about inclusive education. It is argued that the ter m is best used to describe an attitude, not simply an educational plac ement. Part two will look at inclusive education in practice.
