Abstract
This study compares and contrasts arbitral decision making in public-s ector substance-abuse discharge cases with that in private-sector case s. Data were collected from case reports published by BNA during the p eriod 1985 to 1993. Statistical analysis of the data suggests that arb itrators use uniform standards of evidence to decide the outcome of th ese cases.
