Abstract
The Federal Service Impasses Panel serves as the major administrative agency to resolve federal sector bargaining impasses. As a branch with in the Federal Labor Relations Authority (FLRA), the panel has been gi ven broad authority to resolve collective bargaining disputes. Using F LRA annual reports, telephone interviews, and other administrative dat a, this article presents an overview of panel activity during the ten- year period 1984-1993. Dispositive activity of caseloads is noted, alo ng with data analysis. Substantive issues over which deadlocks occur a re reviewed.
