This account of recent developments in the information technology poli
cies of Canada's federal government describes how the government, acti
ng as a ''model user'' of IT, contributes to the effectiveness of stra
tegies designed to achieve policy goals related to the development of
an information society. Government initiatives have applied informatio
n technology in reengineering processes and procedures, which result i
n greatly improved performance, both of internal ''housekeeping'' oper
ations, and service delivery to the public. In devising these and simi
lar initiatives, it is necessary to select technologies that are appro
priate to local capabilities, rather than adopting ''technology-driven
