This study tests a model linking elements of antidrug programs and con
textual variables with grievance rates, using data collected from mana
gers in the urban mass transportation industry. After controlling for
discharges and organization size, drug-testing grievances were positiv
ely associated with the use of random testing as well as with crime an
d drug-abuse rates. Nondrug grievances were positively associated with
the use of random testing after controlling for organization size.
