This article surveys legitimate roles that residential care can play i
n the lives of young people, alternative intervention possibilities, f
actors affecting placement decisions, and the power relationships invo
lved, concluding with lists of positive and negative indicators of the
appropriateness of this form of intervention and six propositions to
be considered in making such decisions.
