Abstract
A policy of performance ratings for pay invites dishonesty. In search of an alternative, prototype appraisals without ratings but with perfo rmance bonuses were successfully tested under simulated conditions. Hi ghlighted in this article, the study along with supporting arguments a nd trends are all aimed at influencing a change in federal law.
