In 1989 the International Food Policy Research Institute initiated res
earch into agricultural policy reforms in Malawi, Zambia and Zimbabwe,
the results of which were discussed at a seminar in Harare in Novembe
r 1991. This overview outlines the contributions published in this jou
rnal, focusing on the macro and sectoral policy environment in which l
iberalization has been attempted, the effects of reform on food securi
ty, and the potential for intraregional trade.
