Overwhelmingly, research on public sector negotiations focuses on the
interactive process that takes place between the union and the governm
ent entity directly involved. Occasionally, because of the diffusion o
f authority on the employer side of the table in public employment, at
tempts have been made to determine who speaks for the employer in such
bargaining. The purpose of this article is to look at the other side
of the table; to examine the internal political pressures that are bro
ught to bear on public sector union leaders. Specifically, it examines
the use of ''symbolic'' means to respond to such pressure.
