This article examines the struggle over how to handle federal labor re
lations during the Kennedy and Johnson administrations. The major emph
asis is on the debate during the Johnson administration over how to al
ter the Kennedy Executive Order 10988. Through an analysis of the Wash
ington and Austin archives all sides of the debate are discussed.
