Interest arbitrators generally consider at least three decision criter
ia when formulating their arbitration awards. Among these criteria is
wage comparability. Making a comparison of wages and benefits is a com
plex task. This article examines two components of that task. Using a
sample of public sector interest arbitration awards, this study identi
fies the factors arbitrators indicate they use in forming comparable e
mployee groups and examines the comments arbitrators make about dispen
sing distributive justice.
