Abstract
An 1989 enactment of the Washington Stale Legislature, Second Substitu te Senate Bill 5400, defined major reforms for the mental health syste m in Washington State. This article describes the legislation and its place within the context of other states' efforts to reform mental hea lth systems. The events leading lip to the bill's passage and stages o f early implementation are also described.
