This paper summarizes the elements required for analysing 'the food qu
estion' as a constituent element of broader socioeconomic processes. T
o do this, the paper establishes the linkages between food-related iss
ues and economic development in low-income countries, more specificall
y, in Latin America, with special reference to Brazil as a large count
ry example. Based on contributions from 'development economics', the r
esearch examines the main conditions for achieving economic growth wit
h increasing social equity with special focus on food security, and re
