ational education and training (VET) in developing countries. Centres
on a number of relevant factors identified by research on school and t
eacher effectiveness cvhich relate to the improvement of programming a
nd cost containment. Includes management and instructional practices,
instructional organization. instructional resources, staff recruitment
and training, and admission and placement policies, among others, Sug
gests chat without acceptable levels of material and human resources,
instructional quality cannot be maintained, However, resource requirem
ents can be reduced through the moro effective and efficient use of ex
isting resources. Concludes that the chief way to improve instructiona
l efficiency in VET is reduced training time.
